Joe Rowsell

Manager, tax

Joe is an expert in employment tax and nationally recognised as a Construction Industry Scheme specialist.

Joe joined PKF Francis Clark in August 2022 as a manager within the employer solutions team. He began his career at HMRC in 2003, working in the Large Business Directorate, where he handled tax queries and HMRC risk assessments for some of the world’s largest tech firms. Joe has been working in the private sector since 2018.

Joe specialises in employment status work, helping clients correctly assess the employment/IR35 status of off-payroll workers. Joe liaises with HMRC on their behalf on employment status investigations. He is an expert on due diligence work, assessing potential tax risks on behalf of clients in advance of company purchases. Joe has assisted in over 200 such transactions.

A construction industry scheme (CIS) specialist, Joe advises on CIS obligations and reporting requirements. He deals with specific and complex queries regarding when CIS legislation may or may not apply to certain types of work.

Joe has a wide breadth of knowledge and experience of all thing’s employer solutions. These include benefits in kind, expenses, PAYE settlement agreements, tax exemptions, employment tax health checks, termination payments, and HMRC PAYE reviews. Joe is passionate about helping clients establish the correct tax treatment of various employment tax issues. He enjoys the quirkier and niche queries that can sometimes require creative thinking to resolve.

Joe has been part of the Budget contributor team at PKF Francis Clark and has been published in the Tax Advisor magazine.

Outside of work, Joe can be found throwing darts (badly) in the Weston darts league. His main passion is football and he is a big Bristol City fan.
