Joe Rowsell
Manager, tax
Joe joined the firm in August 2022 as a manager within the employer solutions team. He started his career at HMRC in 2003, working initially within the debt recovery team, before becoming an employment tax specialist within the Large Business Directorate. It was there he had responsibility for dealing with tax queries and HMRC risk assessments for some of the world’s largest tech firms. He has worked in the private sector since 2018.
He specialises in employment status work, helping clients correctly assess the employment/IR35 status of off-payroll workers, as well as liaising with HMRC on their behalf on employment status investigations. He is also an expert on due diligence work, assessing potential tax risks on behalf of clients in advance of company purchases, and has assisted in over 200 such transactions. Joe is a Construction Industry Scheme (CIS) specialist, who advises clients on their CIS obligations and reporting requirements. Joe also deals with specific and complex queries regarding when CIS legislation may or may not apply to certain types of work.
Joe has a wide breadth of knowledge and experience of all things employer solutions, such as benefits in kind, expenses, PAYE Settlement Agreements, tax exemptions, employment tax health checks, termination payments, and HMRC PAYE reviews. Joe has a passion for helping clients ascertain the correct tax treatment of various employment tax issues, and enjoys the more quirkier and niche queries that can sometimes require some creative thinking to resolve.
Joe has been part of the Budget and Autumn Statement contributor team at PKF Francis Clark and has recently had an article published in the Tax Advisor magazine.
Outside of work, Joe can be found broadcasting on local radio, managing his band, and throwing darts (badly) in the Weston darts league. His main passion is football, and he is a big Bristol City fan.
