Meet Kate
Kate leads PKF Francis Clark’s shares team, helping start-ups and high-growth businesses with share schemes, employee incentives and EIS fundraising.
Hi, I’m Kate Culley and I’m a Tax Director here at PKF Francis Clark.
I lead the Shares and Incentives team and spend a lot of time working with boards of directors and business owners, helping them navigate the world of shares and share options.
I also have a deep fascination with startups, so I spend a great deal of time supporting founders as they raise investment under the Enterprise Investment Scheme (EIS).
One of the things I enjoy most about my role is the problem-solving aspect. Whether it’s helping clients ensure their investments are structured effectively or keeping a careful eye out for potential tax pitfalls, I enjoy finding practical solutions to complex challenges.
As a result, I spend quite a lot of time reading some of the more intricate areas of tax legislation. While that means I’ll always appreciate a good spreadsheet, and who doesn’t, my work is often more about words than numbers.
Outside of work, I love walking my dog, George, who’s a lovable rogue. In the summer, I also like to take on a long-distance cycling challenge. This year, I’m tackling the Baltic-Adriatic Route.

Kate is a chartered tax adviser with 30 years’ experience. She worked with the big four before joining PKF Francis Clark in 2019, where she leads the shares team.
Kate specialises in all things shares with a special interest in entrepreneurial businesses and start-ups. Kate helps business owners get shares in their business to employees and works with businesses looking to raise funds via the enterprise investment (EIS) scheme.
Kate works with high growth start-up companies or private equity backed companies supporting them in getting the initial funds in place (if via EIS), arranging for share options for their employees and working with them through the growth and the eventual sale of their business. She’s always happy to discuss share options, growth shares or working through the EIS rules so you can raise funds from high net worth investors.
In her spare time, she enjoys ambling across Europe by bike, walking her dog George and doing fiendishly complex jigsaw puzzles.
